Your boosted posts and Meta campaigns are spending Rs. 2,000 to Rs. 10,000 a day. The dashboard shows reach, clicks, maybe even "results." Yet the phone is quiet, the Shopify store has no orders, and WhatsApp only gets "price?" messages that never turn into sales.
This guide walks through why Facebook ads spend money without conversions in Pakistan, in the order you should check things. Most of the time the problem is not "Facebook is dead." It is tracking, targeting, the offer, or what happens after the click.
Step 1: Define What a Conversion Actually Is
Before touching ads, write down the one action that means money for you:
- An order placed on your website - A lead form submitted with a real phone number - A WhatsApp conversation that reaches a price quote - A booked appointment or site visit
If the campaign objective is "Engagement" or "Traffic" while you want orders, Meta will happily find people who like, comment, and click, and those people rarely buy. Match the campaign objective to the result you want: Sales for ecommerce, Leads for service businesses, and Messages only when you actually close on WhatsApp.
Step 2: Check That Tracking Works
Many Pakistani advertisers run ads for months with a broken or missing Meta Pixel. Meta then optimizes blind.
1. **Pixel installed on every page**, including the thank-you or order confirmation page. 2. **Purchase or Lead event fires once**, not zero times and not three times per order. 3. **Conversions API (CAPI)** is set up if you use Shopify or a proper backend, because browser tracking alone loses data on iPhones and with ad blockers. 4. **Domain verified** in Meta Business Manager. 5. **Test events** in Events Manager show real events when you place a test order.
If Events Manager shows 40 purchases but your store shows 4, or the reverse, fix tracking before judging the ads.
Step 3: Look at the Funnel, Not Just the Ad
Break the numbers down:
- Impressions to link clicks (click-through rate) - Link clicks to landing page views - Landing page views to add-to-cart or form starts - Add-to-cart to purchase, or form start to form submit
A big drop between link clicks and landing page views usually means a slow website. Many Pakistani sites take six to ten seconds to load on mobile data, and people leave before the page appears. A big drop after landing means the page itself is not convincing. A drop at checkout means payment, shipping, or trust problems.
Step 4: Audience Problems
- **Too broad with no signal**: "Pakistan, 18 to 65, all genders" with a new pixel that has no purchase data. - **Too narrow**: stacking five interests and a small city so Meta cannot find enough buyers. - **Wrong geography**: selling only in Faisalabad but showing ads nationwide, or reaching areas your courier does not serve. - **Wrong placements**: Audience Network and some in-app placements generate cheap accidental clicks.
Start with a clear location, a sensible age range, and broad placements only once the pixel has data. Exclude people who already bought.
Step 5: The Offer and the Creative
Meta ads convert when the ad answers the buyer's first questions quickly:
- What is it? - How much does it cost in PKR? - Is cash on delivery available? - How fast is delivery? - Why should I trust you?
Ads that hide the price to "get more messages" often get more messages and fewer sales. Ads that use stolen marketplace photos get clicks from curious people and refusals at delivery. Show real product videos, real prices, and real delivery terms.
Test at least three different creatives per ad set: a short video, a carousel, and a simple image with the price. Let each run long enough to collect data before you kill it.
Step 6: What Happens After the Click
This is where many Pakistani businesses lose the sale:
- The landing page is the homepage, not the product or service being advertised. - The form asks for too many fields. - WhatsApp replies take hours, and the buyer has already ordered from someone else. - The sales person answers "inbox check karein" instead of giving the price. - There is no follow-up for people who asked but did not buy.
Reply to ad leads within minutes during business hours. Use saved replies with price, delivery time, and a clear next step.
Step 7: Budget and the Learning Phase
Changing budget, audience, or creative every day resets Meta's learning phase, so a campaign that is edited daily never stabilizes.
- Give an ad set enough budget to reach roughly 50 conversions a week if possible, or optimize for a higher-volume event such as add-to-cart while the store is new. - Make changes in batches, then wait three to four days. - Do not run ten tiny ad sets that each get Rs. 300 a day.
Step 8: Fake and Low-Quality Leads
If leads come in but the phone numbers are fake or unreachable:
